Last year, Lembergs earned 32,198 euros in the municipality, where he heads the Social Issues Committee and is a member of two commissions, which is 1,860 euros less than in 2022.
On the other hand, his pension increased by 2,307 euros last year, reaching 84,306 euros.
The State Social Insurance Agency has paid him 4,967 euros in benefits. He declared an income of 3891 euros from economic activity.
In the declaration, Lembergs stated that he is a member of the board of the party “Latvijai und Ventspilij” and a member of the Ventspils Development Agency, Latvian Transit Business Association.
He owns land and buildings in Riga, three land properties in Puze parish and two land properties in Ugāle parish, he owns an apartment and real estate in Ventspils, as well as land and buildings in Puze parish.
According to the declaration, Lemberg owns JSC “Latvijas Krājbanka” shares with a nominal value of EUR 8,450 and one JSC “Ventbunkers” share with a nominal value of EUR 142, as well as 799.32 privatization certificates.
In non-cash savings, the deputy declared 577,225 euros and 30,487 US dollars (about 27,766 euros) in AS “Swedbank”.
Lembergs has declared a savings of 135,000 euros in cash.
He owns a cargo van “VW Caddy” manufactured in 1999, a car “Opel Tigra” manufactured in 1997, a trailer “MAZ 81144”, a motorboat “Sea Doo 205 Utopia” and a boat trailer, as well as six boats.
Lemberg uses a 2015 Porsche Cayenne car and a 2007 Toyota Hilux truck.
In addition to the debts declared by Lemberg over several years, this year additional debts in the amount of 73,000 euros have been added.
He still owes $3.5 million (€3,187,613) to one creditor, $1,769,303 (€1,611,387) to another, and €10,798,835 to a third.
“Regarding my debts, I would like to inform you that they are not my debts to any bank or credit institution, but to my children,” Lembergs told the LETA agency earlier, commenting on the significant debts.
On the other hand, he himself lent 232,412 euros.
The declaration contains 11 equal boxes with the inscription “Beneficiary’s right”, and the value indicated against each one is one cent.
It is impossible to understand from the public part of the declaration which companies these rights are applied to.
True, their number decreased by three records during the year.
In the spring of 2020, the “de facto” program of Latvian Television (LTV) announced that Lembergs was declared the right of the true beneficiary for the first time in his declaration as a public official for 2019.
At that time, the declaration originally had eight equal boxes with the inscription “Rights of the true beneficiary”, and the value indicated against each one was one cent.
As noted by LTV, Lembergs had previously expressed objections to the Enterprise Register (UR) for being falsely registered as the beneficial owner of several legal entities.
UR Lembergs as the true beneficiary was registered, for example, in transit business-related companies “Ventbunkers”, “Kālija parks” and “Ventspils trade port”, as well as SIA “Inter-Rīga” and SIA “PMT Balticum”.
Such information was provided to UR by company boards.
Meanwhile, Lembergs explained at the time that he did not agree with these entries in the register and sued for them.
Lembergs has entered himself as the true beneficiary in the declaration, because he received an explanation from the SRS that what is entered in the UR must be declared.
“Well, if it is necessary to declare, then it is necessary to declare. I have declared. There is a box, (..) there is an amount, in which value, to be indicated. How can I know? I have no information what amount. And I said: we don’t fill it in, we don’t know. We put a question mark or write with the words that we do not know. The program does not accept! Some number must be entered. Well, I’m thinking – what number to write? Well, we entered – 0.01 euro. It can’t be less,” Lembergs commented on the situation in 2020, noting that he had described how this situation developed in the unpublished part of the declaration.
