Russia has once again spread the threat of using nuclear weapons to intimidate the countries that will go to the Ukrainian peace summit in Switzerland in June, such assessment was expressed by Prime Minister of Latvia Evika Siliņa (JV) at the press conference on Monday after the meeting between the prime ministers of the Baltic states and the German chancellor.

The politician admitted that Russia threatens the whole of Europe – it has been so in the past and nothing much has changed today. “With today’s meeting, we confirm that we are working within the framework of NATO and on strengthening the defense capabilities of the European Union (EU),” Siliņa said.

She pointed out that currently the military capabilities will be strengthened through the development of the defense industry, and it is necessary to ensure that all NATO countries spend at least 2% of their gross domestic product (GDP) on defense needs.

“Several countries are more aware of Russia’s real threat. Being aware of these threats, Ukraine will have a better chance of winning the war against Russia,” said Silina.

Estonian Prime Minister Kaja Kallas also stated that Russia’s current threats to use nuclear weapons are widespread in order to deter decisions that are planned to be taken in support of Ukraine.

Kallas emphasized that Russia has also previously threatened to use nuclear weapons, but it was only a threat. However, it is impossible to say with certainty that nuclear weapons will not be used, as Russia tends to act unpredictably.

German Chancellor Olaf Scholz said “it is important to always say loudly that nuclear weapons must not be used in this war”. He emphasized that a year ago, when meeting with the President of China, as well as during other meetings with world leaders, he has always emphasized this position.

As reported, on May 6, the Ministry of Defense of Russia announced that Russia will soon hold exercises to increase the readiness of non-strategic nuclear forces to perform a combat mission.

As stated in the announcement, the instruction to hold the exercises was given by Vladimir Putin. The General Staff has started preparing for exercises “with the missile formations of the Southern Military District, involving the aviation as well as the navy.” It is stated that during the exercise “a set of measures will be carried out to practically work out the issues of preparation and use of non-strategic nuclear weapons”.

The ministry’s statement indicates that the combat use of such weapons will be developed “to ensure the territorial integrity and sovereignty of the Russian state in response to provocative statements and threats against the Russian Federation by certain Western officials.”

Non-strategic or tactical nuclear weapons are nuclear warheads that are delivered by relatively short-range missiles, rather than strategic intercontinental missiles, and that have relatively small yields, such as a few kilotons. Iskander missile systems can be used as tactical nuclear weapons. These weapons were also recently deployed in Belarus. Russia is estimated to have the largest stockpile of such weapons in the world. They have never been used on the battlefield.

Exercises involving tactical nuclear weapons took place in the USSR. Such exercises have not taken place in modern Russia. However, the Financial Times wrote that more than a decade ago, war games based on the possible use of such weapons – and against a hypothetical Chinese aggression – had been taking place.
