According to RPC forecasts, 108 athletes from the aggressor country could go to the Paralympic Games, participating in seven of the 22 sports included in the program.

Last September, the decision made at the International Paralympic Committee (IPC) Congress opened the way for athletes from Russia and Belarus to participate in the Paris Paralympic Games as neutral athletes. 74 IPC member states voted for the participation of Russian athletes in the games, 65 voted against and 13 countries abstained.

The decision was made despite the risk that athletes who were involved in Russia’s war in Ukraine could also enter the Paralympic Games.

At the extraordinary General Assembly of the European Paralympic Committee (EPC) held in Riga in March, a decision was made to make Russian athletes sign a declaration in which they confirm that they do not support the war in Ukraine and have never participated in any military operations.

The Russian invasion began a few days before the 2022 Winter Paralympic Games in Beijing, from which Russia and Belarus were excluded on the eve of the Games’ opening ceremony.
