After the collapse of the USSR, the terrible headquarters of the Chekists – the building of the State Security Committee (VDK) – experienced different fates in the countries that regained their freedom. For example, in Yerevan, the capital of Armenia, it was burned by protesters in April 1990. In several countries, such as Ukraine and Moldova, new security services were installed in such buildings with independence. In the Baltic countries, they currently serve as museum spaces to remember and remind about the inhuman devastation of the totalitarian regime, however, the approach to managing and developing these museums is different.

1912. gadā būvētā ēka Pagari ielā 1, Tallinā, Brīvības cīņu laikā bija mājvieta Igaunijas Pagaidu valdībai. Vēlāk, 20.– 30. gados, to apdzīvoja Aizsardzības (Kara) ministrija, bet līdz ar padomju okupāciju tā pārtapa par vienu no baisākajām iestādēm visā Igaunijas PSR – par VDK ēku ar pagrabstāvā izvietotu pirmstiesas cietumu un pratināšanas telpām.

Padomju okupācijas laikā tur tika spīdzināti arestētie igauņu politiķi, intelektuāļi, Brīvības cīņu veterāni un citi varai netīkami cilvēki. Daudziem no viņiem tika piespriests ieslodzījums vai nāvessods.

1991. gada martā Pagari ielā 1 sāka mitināties Igaunijas policija. Arī mūsdienās ēka ir apdzīvota: tajā ir vairāki luksuss dzīvokļi, pirmajā stāvā izvietots restorāns un vīna bārs, bet ēkas pagrabā mājo Okupācijas un brīvības muzeja (Okupatsioonide ja vabaduse muuseum Vabamu) filiāle un bijušās VDK cietuma kameras ir saglabātas kā komunistiskā terora simbols.
