Last week, on April 30, around 7:00 p.m., it was recorded that a person kicked the flowers placed at the foot of the Freedom Monument with special disdain. The law enforcement officers immediately started searching for the person, and in cooperation with the security of the nearby shopping center, arrested a man born in 1992.

Last Tuesday, Riga municipal police officers recorded on the city’s video surveillance cameras that a person aggressively kicked flowers at the foot of the Freedom Monument and left the scene after committing the crime. Responding promptly to the event, the law enforcement officers immediately started searching for the person. After surveying the surroundings and communicating with municipal police colleagues, information was received about the possible route of the person’s movement. At around 10:50 p.m., in the vicinity of the Central Station, State Police officers, in cooperation with security officers of the nearby shopping center, arrested a man born in 1992 on suspicion of the committed crime.

In connection with the incident, the State Police initiated criminal proceedings according to the first part of Article 231 of the Criminal Law, namely for gross disturbance of public order, which manifests itself in obvious disrespect for society or insolence, ignoring generally accepted norms of behavior and disturbing the peace of people, institutions or companies (enterprises), or organizations work (hooliganism). Committing such a crime is punishable by deprivation of liberty for a period of up to two years or by temporary deprivation of liberty, or by probation supervision, or by community service, or by a fine.

On May 2, a security measure was applied to the person – detention. It should be mentioned that the person was released from prison on April 10 of this year and has already come to the attention of the police several times for various types of criminal offenses committed. Also, the investigation in the criminal process continues and both the circumstances and the motives are being explained.

The State Police reminds that no person is considered guilty until his guilt in committing a criminal offense is proven in accordance with the procedures prescribed by law.
