The members of the municipal council of Valka region decided that the 2024/2025 in the academic year, several study programs will be supported in which residents who have declared themselves in the district are going to study or are already studying. In addition, the Scholarship Awarding Commission has the right to evaluate the suitability of the qualification obtained by a student of another educational program for the work required in the region.

Rolands Rastaks, head of the Education, Culture, Sports and Youth Department of the regional municipality, informs that there is a lack of teachers of various specialties in the Jānis Cimzes Valkas Music School. On the other hand, a general education school needs teachers of English, music, informatics and physics. A psychologist who has the right to prepare documents for the pedagogical medical commission is also needed. The county municipality needs an information technology specialist, a lawyer, an energy specialist and police officers. In connection with the aging of the employees, medical assistants and construction management specialists will be needed at paramedics.

When deciding on this issue, the deputies discussed the painful issue of the lack of a notary in Valka. If it were possible to motivate a law student to qualify for the position of notary, it would be a benefit to the residents of the county.

Adopting a unanimous decision, the deputies 2024/2025 decided to support study programs during the academic year: music pedagogue with specialization in vocal pedagogue or accordion player, or percussion player, or wind instrument player, or piano player, or string instrument player, or music teacher; general education school pedagogue specializing in English language teacher or computer teacher, or physics teacher, or sports teacher; sports coach specializing in football; Estonian language specialist; a psychologist; dance teacher, choreographer; Social Worker; police officer; medical assistant; IT specialist; lawyer with specialization notary; building board specialist and other specialty required by the county.

R. Rastak explains that on July 2, 2021, the Scholarship Awarding Commission of the municipality of Valka region has been approved. The county municipality has established two scholarship programs in accordance with the adopted regulations – Valka county municipality scholarship awarding procedure for regional youth students and students of professional education institutions (Regulations No. 4 of May 25, 2023) and Valka county municipality scholarship awarding procedure for students in the residency family doctor program ( Regulations No. 3 of May 25, 2023).

The main task of this commission is to review applicants’ applications and decide on the grant of a scholarship. The commission’s duties and responsibilities are set out in the relevant scholarship regulations.

According to the Law on Municipalities, the municipal council has the right to establish, reorganize and liquidate its constituent institutions. Taking into account the fact that Irina Ziemiņa has been released from the position of head of Vijciems and Zvārtavas parish administrations, it was necessary to make changes in the composition of the scholarship awarding commission of the county municipality. Deputies supported the proposal to include Pēteris Pētersons, the head of the administrations of Ārgēme and Kārķu parishes, as a member of the commission.
