He didn’t talk to the neighbors because he didn’t understand – he wanted to put the allocators in his apartment, not the neighbor’s. One of the most common myths about allocators is that they will lower the cost of heat. However, it is possible to save if they are installed in at least 70% of apartments. Voldemārs Peipiņš, head of the “Latvian Real Estate Managers’ Association”, says that so far in practice he has not observed a case where one or two apartments in a multi-apartment residential building accounted for heat energy according to the allocator reading, but the others according to the square meters of the area. Theoretically, such a system can be created, but in practice it does not work, because it is not possible to say how much the bill should be for those who have an allocator installed and those who do not.
For this reason, a vote is necessary, because the residents jointly decide on the transfer to another heating calculation and the principle of thermal energy distribution. It requires at least 51% support from neighbors. In buildings without allocators, the bill for heat energy is made up of hot water, but the rest are considered heating costs, which are divided among the apartments in proportion to their square meters. All residents of the house pay the average fee.
