Saeima deputy Gatis Liepiņš (JV) has appealed to the General Prosecutor’s Office, asking them to evaluate whether the statements of the opposition MP Viktorija Pleškāne from the Saeima tribune about deportations do not constitute a violation of the Criminal Law.

Liepiņa is not satisfied with what Pleškāne said today at the Saeima session: “In those days (…) probably 90,000 were deported from the Baltic states, half of them were from Latvia – 50,000 to 45,000. Because of your policy, 300,000 deported themselves to other countries because of their desire. In just 30 years, 300,000 left Latvia because of such a policy.”
In a submission to Prosecutor General Juris Stukānas, Liepiņš expresses the opinion that what Pleškāne said “clearly indicates” the desire to “grossly belittle” the violent deportations of Latvian citizens carried out by the Soviet occupation regime, equating them to free labor movement and free choice of place of residence in the European Union. Liepiņš estimates that making such statements is probably punishable by a criminal offense.
The parliamentarian asks the Prosecutor General to assess whether Pleškane’s actions, when expressing these statements, show signs of the criminal offense mentioned in the Criminal Law of justifying genocide, crime against humanity, crime against peace and war crime, or signs of committing a violation mentioned in another article of the Criminal Law. In this context, the deputy calls for the initiation of criminal proceedings.
As reported, when debating the amendments to the Immigration Law in relation to the requirements for knowledge of the national language for Russian citizens living in Latvia, MP Pleškāne, while mentioning deportations, also stated that after the restoration of independence, 300,000 people “deported themselves” to other countries due to the policies implemented in Latvia.
Following the politician’s statements, the leader of the session, the member of the Saeima Speaker, Zanda Kalniņa-Lukaševica (JV), announced that she was “forced to remind” that the code of ethics for deputies states that a deputy is based on facts, their fair interpretation and reasoning.
Kalniņa-Lukaševica emphasized that it is not acceptable to belittle and minimize the importance and volume of deportations from the Saeima podium. “Let me remind you that in the deportations of 1941, 15,400 people were taken out of Latvia in one night, and in the deportations of 1949, 42,149 people were deported from Latvia in one night,” said the member of the Saeima Speaker.
During the session of the Saeima, some other deputies also received reprimands from their colleagues for inappropriate statements in connection with the deportations or expulsions of the population carried out in Latvia during the Soviet occupation.
