In 2025, 9,867,990 euros would be needed, in 2026 – 9,867,990 euros, in 2027 – 9,867,990 euros, and in the period from 2028 to 2034 – 9,867,990 euros annually.

The calculations used the assumption that the capacity of the shelter would be 200 people on average, and the capacity of the shelter – 100 people. The assumption is also used that indicative shelters are provided for 624,000 inhabitants – 3,120 shelters, while shelters are provided for 1,249,000 inhabitants – 12,490 shelters.

Evaluating the existing and potential sources of funding that could motivate the public to create shelters or shelters in existing buildings or parts of them, IeM has offered several possible solutions.

Funding sources could be funding from European Union (EU) funds and a state support program,

which would be financed from the funds of the state basic budget allocated to the Ministry of Environmental Protection and Regional Development (VARAM). If the funding of EU funds fully or partially covered the renovation or establishment of shelters or shelters, the state support program would not be necessary or its volume would be smaller.

Similarly, the source of funding could be municipal investment project applications for receiving a state budget loan. At the state or municipal level, tax incentives could be offered to those who renovated or created shelters or shelters in the building or its parts.

The funds could also be taken from the co-financing of the municipality.

Taking into account the above, the motivating financial mechanism that would not have a significant impact on the state budget should be supported – funding from EU funds for the renovation or creation of shelters or places where shelter can be provided, the draft report states.

If the funding from the EU funds would not cover the necessary costs, the motivating financial mechanism would be supported – a state support program for the renovation or creation of shelters or shelters.
