On May 15, the cycle of opening events of the Digital Library (https://digitalabiblioteka.lv) in the regions of Latvia will conclude with the event “Cultural and memory institutions for the Digital Library: public and legal access to digital cultural heritage” at Daugavpils University. The event in Daugavpils is organized by the partner organization of the Digital Library – Cultural Information Systems Center – in cooperation with the Central Library of Latgale.

The event will emphasize the importance of making cultural heritage as widely and publicly available online as possible, thereby ensuring equal access to cultural content for the public and promoting its use in education and tourism, as well as diverse and creative reuse. Along with the importance of accessibility of digital cultural heritage, we will also bring up the issue of legal access. In order to help specialists of cultural and memory institutions determine the copyright status of items in the collection, a Copyright Management and Licensing Information System was created simultaneously with the creation of the Digital Library, which deals with the determination of copyright and access rights and expands the opportunities for citizens to use cultural heritage online.

The event will be opened by the chairman of the City Council, Andrejs Elksniņš, the director of the Cultural Information Systems Center, Armands Magone, and the director of the Digital Development Department of the National Library of Latvia, Karīna Bandere. The presentations will talk about the content and search possibilities available in the Digital Library, including the heritage stored in the archives found in the Digital Library and the digitization of cultural monuments, as well as solutions and practical tools for ensuring legal access to content. On the other hand, in the second part of the event, representatives of various regional organizations will share their experience of creating a cultural heritage offer in the public space and talk about their vision in creating cooperation in order to promote the accessibility and use of heritage for the widest possible circle of society, including the development of tourism.

The leading partners of the digital library are the National Archives of Latvia, the Center for Cultural Information Systems, the National Cultural Heritage Administration and the National Library of Latvia. The Digital Library currently has access to more than 3.8 million digital items from archives, museums, libraries, various cultural institutions, as well as from private collections. The website was created over a period of seven years, and its creation was co-financed by the European Regional Development Fund and the State of Latvia.
