Today, the Ministry of Transport (MoT) has received the notices of the chairman of the board of SIA “Eiropas Dzelzceļa lijnas” (EDzL) Kaspars Vingras and the member of the board Arniš Staltmani about their resignation from their duties and is convening an extraordinary meeting of EDzL members on May 2 this year.

The MoU accepted the resignation of the chairman of the board of EDzL on May 27 of this year. On the other hand, the member of the board will continue to perform his duties until May 2, in order to ensure the continuity of EDzL’s activities.

In accordance with the Law on the Management of Capital Shares and Capital Companies of Public Persons, the chairman of the board of the company will be appointed at the meeting of EDzL members for the time until the representative of the holder of the capital shares elects a new chairman of the board. The competition for the new manager will be organized in the procedure of application of public candidates in accordance with the procedures specified in the regulatory legal acts.

In order to ensure the integration of the main track of Rail Baltica (RB) into the TEN-T main network by 2030, several challenges must be overcome in the implementation of the project, including additional financing and improvement of project management.

The current project financing model from the Connecting Europe Facility (CEIF) is assessed as insufficient, including that not all elements and activities of the RB project comply with CEIF funding eligibility rules. The MoU, in cooperation with the joint venture RB Rail AS and SIA “Eiropas Dzelzceļa lijnas”, as well as the Ministry of Finance, has already started work on attracting alternative funding sources for the implementation of the Rail Baltica project.

In addition, work is being done on the introduction of a centralized project management model in Latvia, in which the strategic management of the project will be undertaken by the SM in the future. Soon, it is planned to create a management group of Latvian Rail Baltica, which will further coordinate the project’s strategic management, implementation and monitoring issues. The management group will be led by the Deputy State Secretary of the Ministry of Transport for Rail Baltica issues in cooperation with representatives of other co-responsible institutions and ministries. There is currently a competition for the position of Deputy State Secretary for Rail Baltica issues.
