The Central Finance and Contracts Agency (CFLA) has repeatedly announced an open selection of projects, where electronic communications merchants are invited to apply for funding from the Recovery Fund (AF). Investments in the amount of 13.2 million are available from AF for the development of “last mile” infrastructure of broadband or very high performance networks.

In the AF program developed by the Ministry of Transport, electronic communication merchants who have the right to provide electronic communication services and provide an electronic communication network in Latvia and who have ensured the creation of an electronic communication network in at least 300 objects during the previous three years can apply for financing.

AF support will be able to be used to ensure the creation, design and testing costs of very high performance network passive infrastructure and high performance network active infrastructure, as well as other related expenses.

The purpose of the investment is to create an electronic communication infrastructure capable of providing Internet services with a data transmission speed of at least 300 Mbit/s to households, businesses, educational and medical institutions, as well as public buildings throughout the country, creating technologically neutral connections that support sustainable next-generation fixed and connectivity of fixed wireless networks.

The remaining AF funding in this program is 13,200,000 euros: 3,300,000 euros are available for investments in Riga, Latgale, Zemgale and Kurzeme regions for each of them.

Project submissions are accepted by CFLA from this year May 9 to June 25, while the implementation of the project should be completed by the end of June 2026. Project selection documentation is published on the CFLA website cfla.gov.lv.

AF support for the implementation of the project is provided for in section 2.4 of the Latvian Recovery and Resilience Mechanism Plan. reform and investment direction “Transformation of Digital Infrastructure” 2.4.1.2.i. investments within the framework of “Development of the “last mile” infrastructure of broadband or very high performance networks”.

About the CFLA:

CFLA is a departmental institution of the Ministry of Finance, which monitors the implementation of projects from EU funds and other funding sources, performing the functions of a cooperation institution. They include organizing the selection of project submissions, concluding contracts, monitoring the implementation of projects, making payments, etc. – ensuring the practical implementation of funds, which CFLA carries out in cooperation with line ministries or responsible institutions.

CFLA starts the selection of project submissions at the moment when the conditions are defined for the implementation of the specific support goals included in the program of EU funds, which are developed by line ministries in accordance with the management system of EU funds. The conditions are approved by the government and issued in the form of regulations of the Cabinet of Ministers.

Two types of project selections are defined – open selection, within the framework of which there is an equal competition between project submitters for the approval of the project submission, and limited selection, when the project submitter or the range of submitters has been determined in advance. In this case, all project submissions that meet the criteria are approved and funded.

Customer service and face-to-face consultations are provided by CFLA at the Customer Service Center in Vecrīga, Meistaru Street 10, 1st floor (the so-called “Cat house” near Līvu Square), as well as in the regions – CFLA regional departments in Cēsis, Kuldīga, Rēzekne and Jelgava.
