At the meeting of the Cabinet of Ministers (MK) on May 7, the Ministry of Culture’s (MoC) regulations of the Ministry of Culture “Regulations for the management of documents and archives” were approved. Therefore, within the framework of one regulation, the norms on the procedure for managing public documents and archives in institutions, the procedure by which the institution transfers documents to permanent state storage in the National Archives of Latvia, and on the method of evaluation of electronic documents, the procedure for their preservation and the term in which they are transferred to the state archive are further combined and simplified within the framework of one regulation. in storage.

Until now, in the field of public documents and archives management, three different regulations of the MK were in force, but now the legal regulation has been consolidated, simplified and editorially clarified in one regulatory act, which is applicable to all documents, regardless of their medium – electronic or physical.

The drafting of the rules was carried out in accordance with the delegation provided for in the Law on Archives to the Cabinet of Ministers to determine the procedure for data entry and updating of the Unified State Archive Information System, as well as the procedure for the system’s availability and use for institutions.

In accordance with the Archives Law “Regulations for the Management of Documents and Archives” also determines the procedure by which the institution registers and stores the notifications received by data subjects, how the connection with the institution’s documents is ensured, as well as the procedure for the exchange of information between the institutions and the National Archives of Latvia in order to ensure linking the information with the archivally valuable documents to which the information contained in the notification about supplementing incomplete and inaccurate data applies.

It is expected that, upon the entry into force of the regulatory framework, a reduction in administrative costs for state administration and local government institutions in the amount of 353,695 euros will be achieved, since the files of all institutions that have a register or list of documents in them will not have to be numbered, which is a time-consuming process. Cost reduction will also occur for institutions using the State Unified Archive Information System (VVAIS).
