“I always dragged that bike up to my apartment, and the house manager always said: “You can leave your bike in the yard. It is closed. But I was still afraid for my property. That day I arrived, there were many purchases and all sorts of other things that had to be brought to the apartment. So the bicycle remained in the closed yard of the house. I connected it with, in my opinion, a very durable security chain, and in the morning I realized that it was no match against thieves.”
The woman, upon discovering the theft of the bicycle, immediately contacted the manager of the house, because video recording is taking place in the yard. She turned to the State Police with all the evidence.
“Its attitude was very pleasant. The law enforcement officers arrived at the scene of the theft, which is Chaka, Stabu Street area. They interrogated me minutely and subtly. Everything was photographed.”
The video recorded on the CCTV cameras shows that a man in a red sports suit enters the closed yard with safe steps, selects a bicycle and cuts the safety chain with special scissors. The victim states that this yard can only be accessed by going through the stairwell, which is protected by a security code.
“I don’t know how he got into the stairwell. The video shows him initially trying to climb over the fence. It is interesting that he is openly waving the scissors meant for cutting safety devices and they fall out of his hands. A lady hands them to him. Whether she let this person in after that in the stairwell, I cannot say.”
On the street, video cameras have recorded impersonators – a man and a woman. They also have bicycles. Probably stolen in neighboring yards, says the victim. She published the video on the Internet in the hope that someone would recognize these persons and contact the State Police.
“A woman recognized the man who was standing on the street during the theft. She wrote to me that it was her neighbor – a drug addict, a criminal person with the same friends. She was even afraid to give me the address where this man lives. If someone finds out that it was she who recognized the thief. And now I’m also worried because I posted a video of the bike theft in public. What if these people are dangerous and find out where I live?” the victim is worried.
Every year, the State Police receives information about at least 1,500 stolen bicycles. Law enforcement officers admit that the investigation of bicycle theft is not a priority in any European country. Also in Latvia. They are usually found by solving other crimes. In such cases, proving the property rights, the bicycle will also return to the person.
Andis Rinkevics, head of the Prevention Management Department of the State Police, told the LTV program 4.studija: “We created a service a couple of years ago in cooperation with CSDD, that when you register for electronic services on the website of CSDD, you can enter the bicycle number in the bicycle registration section. Also the bike you want to buy. Simply enter its number and check whether it has been registered as stolen and whether it appears in the State Police databases.
Therefore, you can buy a bike that has not at least been reported as stolen quite comfortably and with great security. There have been cases when a person buys a bicycle and then we actually find out that it has been stolen and then the person has to give up the newly acquired bicycle.”
