He draws attention to how important this fact could be in the situation if, at the start of the war, the Russian offensive would be successful and Ukraine would fall.
“Here we have to look a little deeper into what the Russian plan might have been. (..) In the foreseeable future, when developing its idea to recover its former USSR colonies, it would probably be a very important mobilization resource for Russia to implement these colonial ideas of its own as it moves further towards the West. One cannot know how it would have been. We see that these civilians are actively being conscripted in the occupied territories, including in Lugansk and Donetsk.
