The 58-year-old Mishustin is considered a technocrat who obediently carried out the orders of Russian dictator Vladimir Putin without threatening the position of the Kremlin master at the top of the “vertical of power”.
In accordance with Russian law, Mishustin and his government tendered their resignations on Tuesday as Putin began his fifth term as president.
Mishustin will now have to form a new government, but most ministers are expected to keep their posts.
The 71-year-old Putin has ruled Russia since 2000. He was “re-elected” for another six-year term in a mock election in March, and Putin’s “inauguration” ceremony took place on Tuesday.
Mishustin’s re-appointment as prime minister was predicted in advance. Political scientists say that Putin appreciates his skills and lack of political ambition.
Mishustin, who previously headed the Federal Tax Service, has tried to remain low-profile, refraining from political statements and avoiding media interviews.
