The organization is worried by the fact that there is a real fear of the collapse of the current world order and norms that were adopted after the end of the Second World War.

“Everything we see in the last 12 months shows that the international system is on the verge of collapse. The multiplication of armed conflicts, the multiplication of violations committed in the context of these conflicts, the justification of these violations, –

in other words, governments are not shy about claiming that they violate and justify these violations. The UN Security Council is not capable of action,” the head of Amnesty International, Anjeze Kalamāras, said harshly in a conversation with the AFP agency.

One example of such inaction of the UN Security Council is related to the current Israeli-Palestinian conflict. Kalamara pointed out that during the last six months, the United States has protected Israel from international criticism, criticizing Washington’s veto power as an obstacle to achieving peace in the Middle East.

Although the organization admits that Hamas militants have committed “horrific crimes”, Israel’s response is described as a “campaign of collective punishment”.

Kalamáras also sharply assessed the possible impact of artificial intelligence technology and social media on this year’s elections around the world.

“If 2023 is any benchmark, then we should be very concerned about the integrity of elections in 2024. Election commissions need to rise to the challenge of these technologies, and so far they have not,” she said.

The authors of the report also mentioned Latvia in connection with the amendments to the State Border Law and the State Border Guard Law adopted in June of last year, which refer to the introduction of a strengthened border protection regime and the right to prevent illegal border crossing. According to the organization, they limit the possibilities of applying for asylum at the border.

The authors also noted the criminal proceedings started in January last year against the representatives of the organization “I want to help refugees”, which provided assistance to Syrian refugees on the Latvian border.

The section of the report dedicated to the topic of discrimination is a little longer. It noted the criticism expressed by the Ombudsman Jura Jansons that the plans to deport Russian citizens from Latvia without passing the Latvian language test to maintain residence permits contradict Article 91 of the Constitution, which states that all people are equal before the law and the court, as well as rights are exercised without any discrimination.

The concerns expressed by media and journalist organizations regarding the decision supported by the Saeima not to create content in Russian for public media from 2026, which would affect the ability of Russian speakers to access information, were also highlighted.

The report also mentions the ratification of the Istanbul Convention and the adoption of the Cohabitation Law.
