The new enlistment in the army in Russia will last until July 15. “New-Europe” has studied what Russia will try to recruit for the service, what punishments are threatened for fraudsters who will avoid the service, and whether there are ways to avoid being sent to the armed forces, novayagazeta.eu writes about it. The president of Ukraine has already said that Russia plans to enlist at least 300,000 new soldiers by June.

The head of the Defense Committee of the Russian State Duma, Andrejs Kartapolov, announced the distribution of an electronic summons to potential soldiers. According to the deputy, the summonses in electronic form “came during the fall conscription, and they will come during the spring conscription as well.” In addition, the legislator assured that the conscripts will not be sent to the war in Ukraine.

In April 2023, Russian President Vladimir Putin signed Law No. 127 on digitalization of military records, which provides for the creation of a single digital responsible register for military service, including personal and passport data, and recognizes electronic summons as equivalent to paper format.

If before, the responsibility for not appearing at the military commissariat arose only if the summons was delivered to the conscript personally against the signature by an authorized person, now the situation has changed.

Summons sent by e-mail or registered letter shall be deemed to have been delivered. But the mechanism of their sending is not clearly regulated. It is assumed that from the moment the commissariat sends a summons using one of these methods, the conscript is considered to have already been notified, even in a situation where he has not received anything. After that, the citizen is obliged to come to the military commissariat.

It is true that the electronic subpoena database is still not working. According to the Deputy Minister of Digital Development Oleg Kačanova, the unified register, in which the agendas should be published, will be fully operational no earlier than in 2025.
