Notice on the transfer of the binding rules “Procedure in which the municipality of Ogre region grants co-financing to the private provider of childcare services” for clarification of the public’s opinion

On December 16, 2021, the municipal council of Ogre region adopted the binding regulations No. 32/2021 “Procedure in which the municipality of Ogre region grants co-financing to the private provider of childcare services”. They were issued in accordance with the law “On Municipalities”, which has lost its validity, therefore the regulatory act issued on this basis also loses its validity.

In accordance with paragraph 6 of the transitional provisions of the Law on Local Governments, the council evaluates the compliance of the binding regulations issued on the basis of the norms of the Law “On Local Governments” with this law and issues new binding regulations in accordance with the authorization contained in this law. Until the date of entry into force of the new binding regulations, but no longer than until June 30, 2024, the binding regulations issued on the basis of the norms of the Law “On Municipalities” shall apply, insofar as they do not conflict with this law.

Since it is still not possible in Ogre region to provide preschool education services for all children from the age of 1.5 years in municipal educational institutions, it is useful and in accordance with the best interests of the child to continue to grant co-financing to private childcare service providers for full-time (no less than 8 hours a day on weekdays) service per month for one child.

On the basis of the above, the binding provision “The procedure by which the municipality of Ogre region grants co-financing to the private provider of childcare services” project and an explanatory article.

In accordance with the third part of Article 46 of the Law on Local Governments, the draft of the binding regulations and the explanatory article attached thereto shall be published on the official website of the local government in accordance with the procedure laid down in the by-laws, for ascertaining the opinion of the public, with a deadline of no less than two weeks. The municipality collects and reflects the received opinions on the draft of the binding regulations in the explanatory article of the draft of the regulations.

Opinions and proposals on the draft binding regulations can be submitted in writing up to for May 10, 2024:

• in the Customer Service Center of the municipality of Ogre county, Brīvības street 33, Ogre; in the State and Municipal Unified Customer Service Centers (VVPKAC) located in the administrative territory of the municipality of Ogre region;
