In April, a new app launched in Estonia that allows employers to analyze and reduce the gender pay gap.

In the app “Palgapeegel” (“Salary mirror”) you can see whether and how big the difference between women’s and men’s salaries exists in the organization.

The new app aims to increase employers’ awareness of the gender pay gap and help reduce it without increasing the administrative burden on employers.

“Palgapeegel” is based on register data and is available in the self-service environment of the Labor Inspectorate. The app contains an overview of the gender pay gap in the specific organization, as well as the distribution of employees by gender in different positions.

Access to the organization’s data is provided to all employers who have at least three female and three male employees. Data is available only to the employer and authorized employees. At the request of the employer, the Statistics Department calculates the data based on the information submitted to the state authorities.

.The application was developed in cooperation with the Ministry of Economy and Communications, the Department of Statistics, the Labor Inspectorate and the Center for Health and Welfare Information Systems. Development partners of TEIS working life information system are “Trinidad Wismar” and “TripleDev”. The development of TEIS is supported by the European Social Fund.

The latest data from the Estonian Statistics Department show that the average gross hourly wage of women in Estonia was 13.1% lower than that of men last year, thus the gender pay gap decreased by 4.6 percentage points year-on-year.

The gender pay gap is calculated as the difference between the average gross hourly earnings of male and female workers divided by the average gross hourly earnings of male workers and expressed as a percentage. The average gross earnings used in the calculation of the gender pay gap do not include irregular bonuses or allowances.
