This year, 98 employees left their jobs in the municipality of Talsu region, informed the representative of the municipality Inita Fedko.

She informed that the employees have terminated the employment legal relationship both due to the liquidation of positions, and not agreeing to part-time working hours, as well as for other reasons that are not related to the financial problems of the municipality.

It has already been announced that Ieva Krēķe, the deputy executive director of Talsi region for administrative and financial issues, has also left her position. She informed that she resigned from her job in the municipality of Talsu region, based on Section 100, Part 5 of the Labor Law, explaining that mobbing has been directed against her for a long time, due to which she cannot continue her legal employment relationship.

In his resignation, Krėke presented examples of mobbing on six pages. In her resignation, she admitted that there is a reason to believe that the actions of the municipal management are carried out to make it difficult for her to perform her daily work, sometimes making it completely impossible. Obstacles are regularly put in place to make it difficult to detect deficiencies in the actions of individual officials. Questions are not answered, which leads to the risk of regular delays.

“This creates very high psychological tension, making it impossible to carry out daily duties in a high-quality manner. Currently, the management team should focus on stabilizing the financial situation, as well as work on stabilizing the overall situation in the municipality of Talsi region, but on a daily basis, decisions are not coordinated and there is a continuous change of opinions,” in the resignation letter stated by Krēke.

She added that the municipality has admitted that it has carried out mobbing against the deputy executive director, because it has paid the compensation stipulated in the Labor Law.

As reported, Krēkei has the status of the accused for abusive use of official position for greedy purposes. The former executive director of Talsi Municipality, Krēke, has appealed the verdict of the Kurzeme Regional Court, by which she was sentenced to 150 hours of community service for illegal payment of benefits.

The case has been sent to the Supreme Court, which initiated cassation proceedings on April 24.

Previously, the court of first instance fully acquitted Kräkis. The prosecutor protested the verdict. The district court overturned the verdict of the first instance court and found Krēki guilty.

The woman is accused of intentional actions committed by a public official, abusing her official position for greedy purposes, the prosecutor’s office informed.

The accused concluded an agreement with two employees of the municipality on the termination of the employment relationship by agreement of the parties.

According to the law on the compensation of officials and employees of state and local government institutions, upon termination of employment legal relations by mutual agreement, severance pay can be paid in the amount of one month’s average earnings, but the defendant undertook to pay severance compensation in the amount of four months’ average earnings to each of the mentioned employees.

Thus, the defendant, abusing her official position, with which she was granted the exclusive right to single-handedly make decisions about contracts and concluding agreements, intentionally wasted the financial resources of the municipality of Talsi region, causing material losses of 11,777 euros, which she has repaid to the municipality.

The accused person does not admit his guilt in committing a criminal offense.

It has already been reported that the case was investigated by the Corruption Prevention and Combating Bureau (KNAB) before being transferred to the prosecutor’s office.
