The municipality of Riga has handed over the draft of the binding regulations on bicycle rickshaws intended for the transportation of passengers, the rules of use and the procedure for approving the movement routes for public opinion clarification. The new binding regulations have been developed taking into account the changes in the regulatory acts of higher force, which provide for the delegation to the municipality to regulate this type of transportation.
The binding regulations, as before, will determine the right of the municipality to determine the conditions for the use of bicycle rickshaws and to approve their movement routes in their administrative territory.
Public opinion polls will take place until May 23 of this year, and you can express your opinion on the rules on the Riga City Council website.
The binding regulations provide that cycle rickshaws will be allowed to ride on routes approved by the Department of Space and Mobility by issuing the relevant cycle rickshaw movement route permit for one season. The movement route permit will be issued for a period of up to twelve months, but no longer than until March 1 of the following calendar year. The rules also provide for the procedure for canceling the issued cycle rickshaw route permit.
Also, the binding regulations will determine the requirements for cycle rickshaw equipment, as well as what documents must be with the cycle rickshaw driver, which will have to be presented at the request of an employee of the controlling institutions in the event of an inspection.
The control of compliance with the binding rules will be carried out by the Riga Municipality Police and the Control Service of the Outer Space and Mobility Department.
