“From our side, both social workers and Riga municipal police have directed a lot of resources to work especially with domestic violence – both preventively and rehabilitating. This big challenge, and he is very multifaceted, must be seen in connection with the fact that these young people have no responsibility and the state has not left the tools in our hands to bring them to justice. We only have the opportunity to work with social services,” says the vice-mayor of Riga.
The politician points out that stray young people, who can also behave aggressively in public places, know that they do not deserve any punishment as minors. If in the past, for example, there was a special institution of social correction in Naukšēni, which caused some responsibility, now minors can simply refuse the offered social assistance.
