“Israel must take without delay all necessary and effective measures to provide urgently needed basic services and humanitarian assistance” in the Gaza Strip, the ICJ said.

“It is not that the Palestinians in Gaza are at risk of starvation, the famine is already beginning,” the court warned.

In a ruling in mid-January, the ICJ ordered Israel to do everything it can to prevent genocide during its offensive in the Gaza Strip.

The court also ruled that Israel must allow aid deliveries into the Gaza Strip to alleviate the dire humanitarian situation in the enclave.

South Africa asked the ICJ a few weeks later for new measures, citing the announced invasion of Rafah, but the court did not order additional measures.

However, in Thursday’s ruling, the ICJ judges said that the mid-January rulings “do not fully address the consequences arising from the change in the situation, and therefore a modification of these measures is justified.”
