The municipal council of Valmiera region has approved the regulations of the project competition “Entrepreneurial support for remigrants in Valmiera region”. It determines the procedure by which the municipality of Valmiera provides financial support in the competition “Business support for remigrants in Valmiera” organized by the municipality of Valmiera. We invite potential beneficiaries to fill out an application until May 31.

The financing of the competition is provided by the municipality of Valmiera region and the financial resources allocated to the Vidzeme planning region by the Ministry of Environmental Protection and Regional Development.

The applications submitted to the competition will be evaluated by the evaluation commission of the competition “Entrepreneurship support for remigrants in the Valmiera region”, which is made up of representatives of the municipality, if necessary inviting specialists or independent experts who act in accordance with the approved regulations.

The competition is implemented by awarding business start-up funding to remigrant companies. A remigrant is a member of the diaspora who has returned or moved from permanent residence abroad to permanent residence in Latvia – Valmiera district – at the place of implementation of the project. Permanent life abroad must be at least two years. The time of return or relocation must be no more than two years before the creation of a job or establishment of a business. The person self-certifies the fact of return, residence and place of project implementation.

The maximum amount of support for one project is EUR 12,000.00 (twelve thousand euros). Funding is awarded in the form of a grant.

For the applicant who meets the requirements contained in the tender regulations, the intensity of the project support is set at 50% of the eligible costs. Funds awarded within the framework of the competition are issued as an advance for the purchase of fixed assets after the signing of the agreement on the grant of support. The allocated municipal funding is granted as de minimis support in accordance with the European Commission Regulation (EU) No. 13 of December 2023 2023/2831 on the application of Articles 107 and 108 of the Treaty on the Functioning of the European Union to de minimis aid conditions or Regulation (EC) No. 717/2014 of the European Commission of 27 June 2014 on the application of Articles 107 and 108 of the Treaty on the Functioning of the EU to de minimis aid in the fisheries and aquaculture sector or Regulation of the European Commission of 18 December 2013 (EU ) No. 1408/2013 on the application of Articles 107 and 108 of the Treaty on the Functioning of the EU to de minimis support in the agricultural sector.

Without exceeding the amount of support available within the competition, support is provided to those projects that meet all the selection criteria, the competition’s goal, task and which have received the highest evaluation in the qualitative assessment.

The purpose of the competition is to promote the remigration of Latvian residents and to attract people who want to return or have recently returned from abroad to live in Valmiera district.
