Residents can express their opinion on the drafts of the prepared binding regulations until May 23, the municipality informs.

The draft of binding regulations “Binding regulations on felling of trees outside the forest and protection of greenery in the territory of the municipality of Liepāja” was developed with the aim of clarifying the legal basis for the issuance of regulations, as well as supplementing the requirements of the currently valid binding regulations, including additional requirements for the protection of greenery and legal norms on the protection of trees in construction work during execution.

You can express your opinion on the wording of the binding regulations on felling trees outside the forest and protection of vegetation in the territory of Liepāja municipality on the e-service portal.

On the other hand, the purpose of the project of binding regulations “On determination of navigation routes and navigation procedures in Liepāja Lake in the territory adjoining the state city of Liepāja” is to establish a clear navigation path in Liepāja Lake, to promote the right of individuals to be in a safe environment and to ensure the protection of Liepāja Lake.

Administrative liability is not provided for in the binding regulations, as administrative liability for violation of ship management rules is defined in the Maritime Administration and Maritime Safety Law and responsibility for environmental damage is defined in the Environmental Protection Law.

Both of the aforementioned legal acts are also applicable to the detected violations in Lake Liepāja.

Liepāja lake is used as a place for recreation and fishing by residents and guests of Liepāja municipality.

Binding regulations define shipping lanes that promote safe navigation and reduce the number of accidents on the water, as well as the risk to persons in areas designated for swimming or beaches.

Also, the binding regulations affect the environmental protection of the habitats and fauna of Lake Liepāja, both fish and birds.

Residents are invited to express their opinion on the draft of the binding regulations “On the determination of navigation routes and navigation procedures in Liepāja Lake in the territory belonging to the state city of Liepāja” on the municipality’s e-service portal.

A draft of binding regulations has also been prepared on the symbolism of the municipality.

The task of the municipal symbolism is to represent the municipality.

Liepāja municipality’s symbols are the flag of Liepāja municipality, the coat of arms of Liepāja municipality, the anthem of Liepāja municipality and the logo of Liepāja municipality.

Taking into account that the highest-ranking normative acts regulate only the procedure for registration of coats of arms, their legal protection and general principles of use, but the conditions for the use of other types of municipal symbols fall within the competence of the relevant municipal council, it is necessary to implement binding regulations no. 33 to be replaced by new binding provisions.

Consequently, new binding regulations “On the symbolism of the municipality of Liepāja” have been developed.

In the binding regulations, the symbolism is not changed in essence, but the terminology is clarified, that is, “Symbolism of the city of Liepāja” is replaced by “Symbolism of the municipality of Liepāja”, thus the terminology corresponds to the terminology used in the norms of the Law on Municipalities and the Law on Coats of Arms.

In order to be able to use the symbols of the Liepāja municipality for commercial purposes, it is necessary to obtain permission to use the symbols of the Liepaja municipality.

The permit is issued by the chief artist of the municipal authority “Liepājas būvvalde”.

Residents are invited to express their opinion on the draft version of the binding regulations “On Liepāja Municipality Symbolism” on the e-service portal of the municipality.

All binding regulations have been developed in order to review the binding regulations issued on the basis of the lapsed Law “On Municipalities” in accordance with the new Law on Local Governments.

At the same time, taking into account the current problematic issues of the relevant industry, the binding regulations have been revised in substance, including appropriate regulation, making improvements and abandoning outdated legal norms.

If residents do not have access to internet banking, opinions and proposals can also be submitted in person at the Customer Service and Service Centers of the Central Administration of Liepāja at Rožu Street 6 or Peldu Street 5; send by mail to the address Rožu iela 6, Liepāja, LV-3401 or sign with a secure electronic signature and send to e-mail: [email protected].

The opinions received will be collected, evaluated and reflected in the explanatory text of the draft of these regulations, and forwarded for consideration in committees and council meetings.

The Law on Local Governments on the Development of Binding Regulations stipulates that the draft of binding regulations and its explanatory text shall be submitted for clarification of the public’s opinion before it is forwarded for review and adoption in the municipal council and council committees.
