In order to find the best solution as soon as possible for the future use of the 22 plots of land near the “Riga” airport, the Riga Municipality, together with the Ministry of Transport and representatives of the airport, will form an expert working group, as informed by the Chairman of the Riga City Council, Vilnis Ķirsis, at a press conference on Thursday, April 25, after a meeting between all parties. .

“Riga City Council is interested in resolving the issue of plots of land near the Riga airport as quickly as possible to the end and legally accurately.” First, so that the city does not incur losses, and secondly, so that this place can serve the public good, and not remain unused for a long time. The Riga City Council is taking steps to restore the ownership rights to the plots of land in accordance with the request of the Prosecutor General, but the question of how to best use these territories remains open. And here there must be a very clear and concrete answer from the Ministry of Transport and the airport “Riga” regarding the development plans. I hope that the expert-level working group, which we agreed to establish today, will work effectively and the action plan will be clear by the end of the summer,” said Vilnis Ķirsis, chairman of the Riga City Council, after the meeting.

The working group will have three months to assess the situation and find the best solutions, for example, how many plots of land would be needed for the further development of Riga Airport and whether part of them could not be handed over to the investor, thus achieving a settlement and preventing possible legal proceedings.

It has already been reported that in March the Riga City Council decided to restore the municipality’s possession and property rights to 22 plots of land near the “Riga” airport transferred for privatization, as well as to stop the development of the local plan of the territory. The decision was made following the application of the Prosecutor General of the Republic of Latvia regarding the illegal privatization of undeveloped land in the territory necessary for the further development of the civil aviation airport of national importance.

The Legal Department of the Central Administration of the municipality also concluded that the Riga City Council was not entitled to make a decision in 2012 to transfer these plots of land to privatization and sell them at an auction, the Council’s decision should be recognized as illegal and should be revoked.

On April 14, 2022, 22 undeveloped plots of land belonging to the Riga Municipality near the International Airport “Riga” were sold at auction. They were purchased for EUR 5,679,000 by the company SIA “Cella investment 3”, belonging to the real estate developer “Sirin Development”.
