“According to our data, there are more than 400,000 Ukrainian citizens who have the status of internally displaced persons in the city of Kyiv,” the official told a meeting at the Kyiv administration.

Despite the large number of displaced persons, there is no support program for this category of population in Kyiv, Lubinets said.

“I have traveled to many regions of Ukraine, and it is a rule that programs are always created at the regional level, support programs with financial resources are adopted,” the official said.

“Is something like this being done in all regions of Ukraine? No. For example, I would be surprised if such a program existed in the city of Kyiv,” admitted Lubinets.

In total, there are 4.9 million internally displaced persons in Ukraine, 2.6 million receive financial support.

“Unfortunately, starting from March 1, we will see that a large number of people – according to our estimates, more than a million people – will stop receiving such support,” said the ombudsman.

“We understand that we do not have sufficient funds to cover all costs. We support the government’s efforts to identify people who are provided with financial support. At the same time, we will be categorically against the loss of such a status of the least protected citizens of Ukraine with the status of an internally displaced person support,” emphasized Lubinecs.
