In the first game of the day in Riga, Germany beat Switzerland 3:1, while Latvia beat Sweden 3:1.
Before the semi-finals, the teams will be seeded based on their results in the group stage.
It is already known that Slovenia and Hungary will leave the strongest division, and next year Poland and Great Britain will be among the top 16 in their place.
Last year, the Finns won the world championships, beating Canada in the decisive match.
The World Championship, which is jointly hosted by the Finnish city of Tampere and Riga, will take place from May 12 to 28.
