April is traditionally the most active month, when residents sign contracts with the Jelgava municipality for the lease of vegetable gardens in the city territory for the season. At the moment, more than 150 contracts have already been concluded, and in most cases they are for root gardens that have already been cultivated and used for a long time. In Jelgava, there is still land available for the establishment of root gardens in the vicinity of Staļženes Street, but it should be taken into account that the land there is set aside and the establishment of a new root garden will require time and investment.

The municipality of Jelgava concludes land lease agreements for root gardens every year for the period from April 1 to September 30 without the right of construction or redemption. The land lease agreement is concluded with a specific purpose – the maintenance of a root garden – and the lessee can use the plot of land only for the specified purpose, it is forbidden to construct any structures (buildings) on it, to fence a new territory, as well as to plant fruit trees and berry trees.

Land plots belonging to the municipality, which are leased for the establishment of root gardens, are located in the vicinity of Staļženes street, Būriņu road, line 1 and Ošu road. However, it should be emphasized that there are mostly root gardens on Būriņu road, line 1 and Ošu road, which the residents have been managing for a long time and every year re-sign the lease agreement for their use. “If a resident has signed a lease agreement for the use of a root garden for one season, he will have priority for renting the specific plot of land in the following seasons as well. And most often people also use it, so the municipality can practically offer land that has been idle for several years for the establishment of new root gardens,” emphasizes Jolanta Valdovska, chief specialist of the Municipal Property Department in land matters.

The rent for the root garden is 1.5 percent of the land plot’s cadastral value determined by the State Land Service. For example, the rent of a 600-square-meter root garden for six months is approximately 2.35 euros.

J. Valdovska invites those residents who have used root gardens to change the contract to the new season and pay the rent. On the other hand, if you do not plan to use the root garden, inform the municipality about it so that the garden can be offered for rent to others.
