According to the draft decision, the finances are necessary for the rehabilitation of the territory and the implementation of additional construction works, including the elimination of defects.

As reported, last November, the Riga City Council decided to allocate an additional 9.3 million euros to the Skanste revitalization project, thus the cost of the project increased to less than 21.5 million euros.

The management of the municipality explained at that time that it had to decide on the allocation of funds for this project in order not to lose the finances invested so far, including funds from the European Union. At the same time, the municipality is evaluating the possibility of filing a claim in court for the expenses incurred by the municipality.

The municipal contract with the Central Financial Contracts Agency (CFLA) for the first round of Skanste revitalization was concluded on January 16, 2020. On the other hand, on March 18, 2020, an agreement was signed on the construction works of the project between the City Development Department and the “RR-Eko” association of individuals, which includes SIA “Riga rent”, SIA “Eko osta” and SIA “Baltijas būve”.

In 2022, problems were identified during the implementation of the project. They were associated with inadequate soil that sits.

The aim of the mentioned project is to ensure the revitalization of a previously degraded area and to create a widely accessible and multifunctional public outdoor space, which integrates the vital rainwater collection system in the form of ponds and canals for the Skanstes neighborhood and Riga. Around it, a modern multifunctional green area freely accessible to the public is being built, which will give the residents of Riga and its guests the opportunity for passive and active recreation on a daily basis.

A large-scale engineering construction is also planned to install a water pipe, domestic sewerage, rainwater drainage and street lighting, as well as a street rainwater collection and drainage system.

The concept of landscaping and landscaping of the territory is based on the principle solutions of the open surface water drainage system and unified public outdoor space development developed in the local plan of Skanstes.

It is planned that the project will be implemented until the end of 2024.
