Diāna Pavlovska, head of the Civil Registry Department of Jelgava state city and county, explains that the construction of the new Civil Registry Department building at Pasta Street 32 is nearing completion. Along with ambitious reconstruction works, which will provide new premises and also opportunities for newlyweds, the price list has been supplemented with new services. “After moving to the new premises, we will offer newlyweds the opportunity to rent the spacious celebration hall. Thus, this service is accordingly included in the price list of paid services. For example, the rent of the hall for 30 minutes for up to 15 persons will cost 20 euros, the rent for the same period for up to 30 persons will cost 40 euros, and for 31 persons or more guests – 50 euros,” says D. Pavlovska, emphasizing: in this case, the differentiated fee will be suitable both for the duration of use of the hall and the number of persons, as the rental service also provides for the provision of glasses and other accessories.
Also, the fee price list has been supplemented with a service – purchase of birth and marriage certificate covers. Their price will be five euros. “Until now, when registering a child and receiving a birth registration certificate, parents provided the caps themselves – most often they bought them in the tower of the Holy Trinity Church in Jelgava. In the new premises, for the convenience of residents, we will be able to offer the purchase of license caps in the department,” said D. Pavlovska. On the other hand, marriage certificate caps will be included in the price if the marriage registration takes place with or without a solemn ceremony in the hall of the Civil Registry Office.
Along with new service items in the price list, the fee for the previously existing service – registration of marriage without a solemn ceremony in the hall of the Civil Registry Department, with the presence of only persons who are getting married and witnesses, has been increased by 5 euros. From May 1, the price of the service will increase from 15 to 20 euros. At the same time, D. Pavlovska reminds that couples will continue to have the opportunity to sign registration documents without additional fees for the services of the Jelgava State and County Registry Department. “The wishes and needs of couples are very different – if a couple chooses to get married in a small circle, with only the couple and witnesses present, then the registration documents can also be signed in the office of the Birth Registry Department at no additional cost. In this case, the couple will only have to pay the state fee, which is 14 euros,” says D. Pavlovska.
In the updated price list, the fee for concluding a marriage outside the premises of the department has been increased from 40 to 70 euros – this applies to concluding a marriage in a prison, a place of residence, a medical institution or a social care center. D. Pavlovska admits that, taking into account the experience so far, such changes will not affect a wide range of citizens – if the person in question is declared in the administrative territory of Jelgava state city or Jelgava county, cannot be transported and this is confirmed by the opinion of the medical institution, no fee is charged for the service. Likewise, persons in prisons are exempted from fees if they have been granted the appropriate status and are fully dependent on the state. Last year, the Birth Registry Department of Jelgava state city and county registered 13 marriages in a prison and four marriages in a nursing home.
It should be noted that the new price list will enter into force on May 1, but the newly introduced services – the rental of the ceremonial hall, as well as the purchase of birth and marriage certificate caps – will be available at the Jelgava State and County Registry Office only after the move to the building at Pasta Street 32. The provisional move is planned for the end of May .
It should be reminded that large-scale construction works are nearing completion at Pasta Street 32, during which the energy efficiency of the building is increased and the working environment is improved in order to provide residents with services that meet modern requirements. Along with the reconstruction, an extension of 120 square meters was built on the existing premises, thus providing rooms for the newlyweds and a separate celebration hall. The total area of the new Civil Registry Department building will be almost 600 square meters.
