State SIA “Real Estate of the Ministry of Agriculture” (ZMNI) has signed an agreement with the Rural Support Service (LAD) on the reconstruction of the pumping station of the state drainage system in the Reiņas polder. It is planned to invest a total of 1,673,188.83 euros from the funds of the European Rehabilitation Fund and the Latvian state budget in the reconstruction of the Reinas polder pumping station, which is a strategically important project for Latvia. Renovation of the pumping station in the Reiņa polder, which is located in the Ničas parish of the Southern Kurzeme district, is one of the works planned for the entire flood risk mitigation measure.

The rebuilding of the Reinas polder pumping station is necessary to ensure water drainage capacity by improving the water drainage infrastructure, and to reduce the impact of floods on the surroundings, including human-populated areas. After the works are completed, the risk of flooding will be reduced due to the use of more efficient pumps. The reconstruction of the pumping station will also ensure the use of land in the polder territory in accordance with the municipality’s territorial planning, as well as ensure environmentally friendly measures. ZMNĪ, implementing the restoration and rebuilding of state-owned hydrotechnical structures, prevents or reduces flood risks, protecting residents and their buildings, farms and equipment, as well as agricultural and forest lands, roads, etc., important infrastructure for life and economic activity, from floods in rural areas. . objects.

Andris Kužnieks, Deputy Head of the Representation of the European Commission in Latvia, says: “Investments from the recovery fund in Latvia help to implement important reforms, to improve infrastructure, to accelerate the green and digital transition, which is important for improving Latvia’s and also Europe’s competitiveness. Part of the funds of the Recovery Fund are also directed to the fight against climate change, the impact of which is seen by almost every one of us in our everyday life. Investments in the restoration of protective dams, support for the restoration of polder pumping stations and regulated sections of potomal rivers are necessary. At the same time, it is important to implement environmental protection activities, taking care of the preservation and well-being of plants, birds, animals and other life forms in the surrounding area.”

The Reinas polder pumping station was built and put into operation in 1978. The pumping station, due to its long-term operation, is morally and physically worn out. The area of ​​the Reinas polder is 412 ha, the area of ​​the polder basin is 763 hectares. The inundated area is 476 ha at a flow rate with a 1% probability of exceedance, in case the pump station stops working as a result of accidents.

It is intended that Anti-flooding measures will be carried out by ZMNĪ in a total of 21 objects of the national drainage system in eight pumping stations, 12 protective dams and one canal. The total amount allocated for the entire event is 32.9 million euros from the Recovery Fund and 6.9 million euros from the Latvian state budget. Currently, ZMNĪ has submitted 15 project submissions and 14 contracts have been signed with LAD1 on the implementation of projects.

The investment implementation conditions provide that all projects must be implemented by June 30, 2026. All works will be carried out by ZMNĪ, which is the provider of the construction, maintenance and operation of state melioration systems and national importance melioration systems, while LAD as the payment agency will administer the use of project funds.
