On April 27, the authors of the draft law published on the council’s website suggested introducing obligations that a foreign citizen must comply with in order to “maintain the right to enter the Russian Federation and stay in the territory of the Russian Federation”.

According to the draft law, a foreigner is obliged to refrain from actions harmful to the interests of the Russian Federation, to observe the Constitution and laws of the Russian Federation, including care for the environment, not to interfere in the foreign and domestic policy of the Russian Federation.

Among them, the amendments oblige immigrants to “respect traditional Russian spiritual and moral values, including the idea of marriage as a union between a man and a woman.”

One of the authors of the bill, the first deputy head of the “United Russia” faction, Dmitry Vyatkin, told the “Interfax” agency that the bill requires foreign citizens to confirm their obligations in writing in order to obtain the right to enter the Russian Federation.

“It will be a written statement of obligations, violation of which may result in deportation,” Vyatkin told reporters.
