The Corruption Prevention and Combating Bureau (KNAB) has so far not received a single application from businessman Renārs Kadžulis or any other person in connection with possible falsification of the results of the 2014 Saeima elections, LETA agency learned from KNAB.

The Office for the Protection of the Constitution (SAB) has also not received an official submission from Kadžul regarding possible falsification of the results of the 2014 Saeima elections or attempts to do so. Such a submission has not been received from the company “SOAAR” represented by him either. SAB has not received a single anonymous submission on the specific topic, SAB assured the LETA agency.

At the same time, KNAB stated that on Wednesday, Latvian Television (LTV) broadcast “What’s happening in Latvia?” the information that came out from the businessman about the possible falsification of the election results is a serious signal that initially indicates the signs of state capture, and the investigation of such a crime is within the competence of the State Security Service.

In addition, KNAB reminded that there are currently two departmental inspections in KNAB’s records regarding possible violations of law related to the association of political parties “Jaunā vietība” (JV). In one inspection, KNAB evaluates suspicions of long-term provision of free services by one company to the political party “Vienotība”, while in the second – the possible payment of so-called envelope salaries to party employees and persons close to the party.

KNAB also has one criminal case in its records, in which the institution is investigating possible waste in connection with the use of charter flights for the business trips of the former Prime Minister, who represents JV.

KNAB also reminded that there was one criminal case in the records of the office, in which the company “SOAAR” and its representative were involved. On February 21, KNAB transferred this criminal case to the prosecutor’s office, prompting the initiation of criminal prosecution.

It has already been reported that Prime Minister Evika Siliņa (JV) will ask the law enforcement authorities to check the public statement that almost ten years ago, the then general secretary of “Vienotības” Artis Kampars invited the head of the election software provider – the information technology (IT) company “SOAAR” – to falsify Kadžuli 12 .the results of the Saeima elections, in order to ensure that the party’s then chairperson, Solvitas Āboltinas, enters the parliament.

Kadžulis made such a statement on Wednesday evening in the LTV program “What’s happening in Latvia?”.

Siliņa has undertaken to request information from the state security authorities, as well as to invite the Prosecutor General to verify the statements made.

Kadžulis, who is accused in the case of fraud in the procurement of the Central Election Commission (CVK), on Wednesday in the LTV program “What’s happening in Latvia?” said that on the night of the 12th Saeima elections held in the fall of 2014, Kampars invited her to talk and expressed her concern that Āboltiņa might lack the votes to enter the Saeima. “We need you to do so that she gets elected,” Kadzulis allegedly told Kampara ten years ago.

“I say, do you understand what you are asking, you are asking to falsify the election results. I will never step on that path in my life. And I refused. [Kampars] He said – well then everything will happen,” Kažulis claimed in the program.

He said that these statements can only be proved by the fact that Āboltiņa was not elected in the end, however, he entered the 12th Saeima after Jānis Junkurs, who was elected from the “Unity” list, resigned from the Saeima. He announced that he had received a job offer from a company in Hong Kong. However, his public official’s declaration did not show his work in a Hong Kong company, which led to the conclusion that he left the Saeima to make room for Āboltiņa.

Kadžulis said that he had reported the incident to SAB, but there was no response. “I reported this several times to the SAB. Think something happened? It’s like against a wall there, just like in the Office for the Prevention and Combating of Corruption (KNAB). At one point, hands go down to report something, because no one does anything,” said Kažulis.

The chairman of “Vienotības”, the current Minister of Finance Arvils Asheradens (JV), while listening to what Kažulis said in the program, stated that interference in the elections would be a serious violation, so these statements must be checked.

TV3’s program “Neka personalia” previously announced that “Vienotība” used the system created by “SOAAR” for eight years free of charge for elections in congresses. KNAB has started a departmental inspection in connection with this.

On the other hand, the prosecutor’s office currently has a criminal case for fraud in the IT procurement organized by CVK. Kadžulis is one of the defendants in this case. The company led by him won several times in the procurement of CVK and the Directorate of Citizenship and Migration Affairs.

“Firmas.lv” information shows that the owners of “SOAAR” are Kadžulis and Leonards Survilo in equal parts. They are also board members of the company. In 2020, the turnover of the company was 1.12 million euros, and the profit was 675,000 euros, while data for later years is not available.
