In order to improve the situation, the municipality of Kaunas intends to finance the improvement of shelters. The estimate should include expenses for ventilation, generators and other expenses.

“Additional entrances and exits are still needed. Windows should be protected with special coatings and screens. Air supply is necessary. Our goal is to achieve maximum adaptation of the existing premises of the house.”

According to the municipality, adapting one basement in accordance with the minimum requirements, for example, connecting some rooms and attics and covering the windows, can also cost only a few thousand euros. However, if residents want a ventilation system, the project may also be more expensive.

The municipality mentions that this year it is planned to allocate 100 thousand euros, however, the municipality will still have to decide on both the strategic plan and the addition to the budget, if the expenses will be higher.

It is true that other Lithuanian cities are not in a hurry to follow the example of Kaunas. Currently, the emphasis is on identifying those shelters that have survived from previous decades.

“After the restoration of the country’s independence, many shelters were sold or converted. Let’s be aware of the possibilities and understand how much of them we can adapt ourselves.”

Ādams Bužinsks, director of the administration of the Vilnius city municipality, points out that first of all it is necessary to understand how many shelters there are and what investments should be made in them. “That’s why I can’t say yet whether we will follow the example of Kaunas. Maybe the existing ones are enough for us, we just need to improve them. Maybe Kaunas had done all this analysis before that,” Bužinskis said.

Another separate initiative is also being prepared by the Ministry of Environment, which will soon offer residents to finance the costs of installing shelters with a bank loan.

However, in general, the public is wondering why the activity is taking place at a time when the war in Ukraine has already entered its third year.
