In Riga, it is planned to develop a concept plan for neighborhood centers for less than 200,000 euros, according to the information presented to the deputies at the meeting of the City Development Committee next week.

Among them, 9,500 euros are needed for the development of the urban planning analysis of the existing situation, 85,500 euros are needed for the development of the vision and spatial solutions, and 4,500 euros for public involvement activities. The mentioned funds are planned to be allocated from the Riga City Infrastructure Fund.

In the information presented to the deputies, it is indicated that neighborhood centers are central places in Riga’s neighborhoods outside the historical center of Riga and its protection zone, which perform local level service, social and recreational functions.

The Riga City Council has adopted the Development Plan for Neighborhood Centers for 2024-2028, which details the concept of neighborhood centers, defines priority areas, as well as areas of responsibility and investment and implementation mechanisms.

This plan also sets the task of developing spatial structure conceptual plans or concept plans for 33 neighborhood centers divided into priority groups by 2028 in order to represent and coordinate the planned activities in the municipal properties.

Currently, the City Development Department is developing a concept plan for the center of the Ķengarag neighborhood.

In 2024-2025, it is planned to complete the development of concept plans for all seven priority group A neighborhood centers. There will be such plans for Ķengarag, Vecmīlgrāvi, Iļguciems, Sarkandaugava, Āgenskalni, Dārziņi, Bierini.

During this time, the development of concept plans for three group B neighborhood centers – Purvciema, Šampėteras-Zasulaukas and Vecdaugavas – is also planned.

On the other hand, in 2025-2026, it is planned to continue the development of concept plans for the remaining eight neighborhood cents of priority group B – Pļavnieki, Imanta, Zolitude, Dzirciem, Bolderāja, Čiekurkalns, Maskavas forštate, Vecākai.

The concept plans of neighborhood centers of priority group C are expected to be developed accordingly by 2028.
